Luhansk State University of Internal Affairs named after E.O. Didorenko is one of the youngest but promising higher education institutions of Ukraine of the IV level of accreditation.
Established in 1993 from the zero cycle, the educational institution has gone from college to university, carrying out the IV educational and qualification level of training for specialists and masters for the justice system, judicial, and law enforcement agencies of all regions of Ukraine. The structural components of the university are the educational and scientific institute of law, the faculty of training specialists for criminal police units, the faculty of training specialists for the investigation units, the faculty of training specialists for the police units of public security, the institute of correspondence and distance learning (educational and consulting point in the city of Mykolaiv). Students and cadets from all regions of Ukraine study at the university.
The founder of the higher education institution is an inalterable rector from the beginning of the university until his death on September 1, 2007, professor, corresponding member of the Academy of Legal Sciences of Ukraine, academician of the Academy of Security, Defense and Law Enforcement of the Russian Federation, Honored Lawyer of Ukraine, Honorary Citizen of Luhansk Colonel-General of militia Eduard Didorenko. On September 11, 2007, by the order of the Cabinet of Ministers of Ukraine № 729-r, the university was named after its founder.
Under the leadership of E.O. Didorenko the teaching staff was formed and strengthened, 80% of which are specialists of the highest qualification. In the last five years alone, eight scientists of the university have won the prize of the National Academy of Sciences of Ukraine, 29 have been awarded state awards and honorary titles, 69 have been awarded the badge “Excellence in Education of Ukraine”.
In July 2008, the museum of E.O. Didorenko was opened, in which on September 1, each training platoon, each training group attends a lesson in courage and learns more about the history of the university and its founder.
Since September 21, 2007, LSUIA has been headed by a pupil and follower of E.O. Didorenko Doctor of Law, Professor, Honored Builder of Ukraine, Academician of the International Academy of Science and Practice of Organization of Production, Police Colonel Vitaliy Marianovich Komarnitsky. Under his leadership, the university continues the established traditions, and the work started by the first rector. He is a talented educator, a skillful organizer, a well-known scientist, an experienced leader. The outstanding features of his activity are the scale of thinking, balance, scientific nature of predictive constructs, constant striving for thoroughness, improving his professional, scientific and intellectual level, as well as the entire university staff. In 2001, after graduating from the Kharkiv Civil Engineering Institute (1986) and work in the internal affairs bodies of the Internal Affairs Directorate in the Luhansk region, Vitaly Marianovich graduated from the Lugansk Institute of Internal Affairs with a degree in jurisprudence.
In 2003 he defended his dissertation for the degree of Candidate of Law. He was awarded the Diploma of the National Academy of Sciences of Ukraine for innovative approaches in his work. In 2005 he was awarded the title of associate professor. V.M. Komarnytsky is the author of 57 scientific works, including 4 monographs, a textbook, and a co-authored textbook.
During his service in the police, Police Colonel Vitaliy Marianovich Komarnytsky was awarded the Gratitude of the President of Ukraine, the Diploma of the Verkhovna Rada of Ukraine, 43 awards of the Ministry of Internal Affairs of Ukraine, awards of other departments, honors of the Orthodox Church and other states.
Having passed the way in the educational institution from the assistant to the rector, vice-rector, head of the center of postgraduate education to the rector of the university, V.M.Komarnitsky identified as priorities for himself the continuation of reforming the system of departmental education, bringing it closer to European standards, improving the organization of the educational process, increasing the level of training of specialists for the internal affairs bodies.
With the direct participation of E.A. Didorenko and V.M. Komarnitsky, the material and technical, educational, methodological, scientific, pedagogical, and financial and economic base of the LSUIA named after E.O. Didorenko was formed and expanded. Since the beginning of the university in difficult economic conditions, 50,000 sq. m. residential, household, educational, laboratory, sports, and recreation complexes have been built, as well as a center of spiritual culture, which are provided with the most modern technical means of training and equipment. All departments, residential rooms of cadets in dormitories are connected to the Internet.
In the educational process, the university uses a country training center with autonomous operation. It is located on a total area of 15 hectares with a club, a boiler room, a canteen, a swimming pool, a shooting range (pistol and machine gun), a gym, a sports town. On the territory of the center, there are dormitories for 500 cadets that are adapted for living throughout the year. There are necessary training facilities and training complexes, in particular on the basis of the AN-26 aircraft and the railway car. It is there, in simulated typical and extraordinary situations, close to real conditions, knowledge and special skills of hostage-taking, fight against terrorists are consolidated, methods of search and seizure of drugs are developed. On the basis of the center cadets of the first year of training undergo general theoretical, physical, and special training.
2014 was a turning point in the life of the university. Relocation to Sumy and Mykolayiv became a serious test for the educational institution for strength, patriotism, and professional suitability.
During the redeployment, the members of the university staff not only resumed the educational process but also successfully defended two dissertations for the degree of Doctor of Law and five – for the degree of Candidate of Law; prepared and published a number of monographs and textbooks on topical issues of legal regulation. The Scientific Bulletin of the University (professional publication in legal sciences) was re-registered and continued.
In October 2016, in accordance with the order of the Ministry of Internal Affairs “On temporary relocation of LSUIA named after E.O. Didorenko”, the University returned to its native Luhansk region in Sievierodonetsk, where it currently carries out its educational activities. Under the leadership of Rector Vitaliy Marianovych Komarnytsky, the University continues the established traditions and remains a leading state higher education institution with specific training conditions, which trains personnel for the Ministry of Internal Affairs of Ukraine, police and legal professionals.
